What is PEPPOL?
PEPPOL (Pan-European Public Procurement OnLine) is a set of technical specifications and infrastructure that enables businesses to exchange electronic business documents (primarily invoices) through a standardized international network.
Originally developed for public procurement, PEPPOL has been extended to B2B transactions across Europe. Invoices are exchanged in Peppol BIS format, unless the parties agree otherwise and still meet the EN 16931 standard.

Structured e-invoicing since 1 January 2026
Since 1 January 2026, structured electronic invoices are mandatory for B2B transactions between Belgian VAT-liable businesses. In practice this means:
- In-scope B2B invoices between Belgian VAT-liable businesses are exchanged as structured e-invoices, in principle via Peppol
- A PDF or paper copy may still be sent, but only the structured electronic invoice is the legal invoice for B2B
- You need software connected to the Peppol network to send and receive structured e-invoices
- Invoices are exchanged on Peppol in Peppol BIS format, unless the parties agree otherwise and still meet the EN 16931 standard
